Transfer of 12€, gets 5 USD fees !!

Hello!

I want to tranfer 120HKD into 12€ to another paypal account. The fees that Paypal show me are 5.03 USD! That is close to half the transaction.

Why is it so expensive? I see nothing in their fee details that justify such outrageous fees.
