Hello, There is someone trying to send me money, and each time he tries he gets the message ' sorry, this payment can't be completed due to regulations'. My paypal is linked with a VISA card and it is confirmed, I really don't know what is the problem. Thanks

That fix worked for me as well.

Also, when I contacted Customer Support, they told me that... basically, the payment was flagged as being risky, and it was automatically declined -- and that they couldn't make exceptions. But then, of course, I just paid in RUB, and then the payment went through.

I have friend in Algeria too I am from United States. My friend can send me money from Algeria with no problem but when I try to send money from the United States it will not send! Please does anyone have answers??
