Once you sign up your account is already able to receive payments in general.
You can give the sender your PayPal email address, send a money request, send an PayPal invoice or create a PayPal button for which you can export as an email link instead of button code to put on a website. All can be done from the Summary page.
To get full access to your PayPal account features (like withdrawing funds) is to verify your account:
You can verify your account by completing two out of three tasks: linking and confirming your bank account, verifying your credit or debit card information and/or providing your social security number.
