Seller wont reply.

I first made contact with the seller to make sure he can ship to my country.
I completed the transaction but the seller hasn't reported back yet, (the item has not been shipped)it's been a week and i don't want this product anymore.
I sent an email in order to cancel the transaction, he is not replying at all and it's been days.
How am i supposed to get a refund from someone who's not replying to any of my emails since the payment was fulfilled?
