Seller refuses to refund money.

I placed an order for a DVD the seller took my money refuses to send the item and refuses to refund my money. I've reached out to both eBay, and PayPal and both sites say it isn't their problem and to try and contact the seller they refuse to reply and refuse to issue a refund.

Did you pay via ebay checkout OR via paypal and if so which paypal option did you use to pay?
