Reopening a disputed payment to request a refund

Hi I mistakenly purchased an item from what appears to be a fraudulent website (it has now disappeared) the company name on the payment shows as Chinese writing. Immediately after purchasing I realised this and tried to cancel the transaction but the only option was to say it was an unauthorized payment. Did this and the dispute was closed saying it was authorised so no buyer protection available. It has been over a month since the purchase now and the item has not arrived (as expected) and id like to open an item not received case In order to hopefully get my money back but it doesn't give me an option to open a dispute as it says there's already a closed one. How can I resolve this? I have tried contacting PayPal via chat and messenger and none of the numbers I've tried get through to a human. Appreciate any help , thanks
