How can I reopen a closed Dispute? I am a victim of identity theft and had nearly $2,000 removed from my bank account for a bogus paper help website that took payment from Amsterdam. I reported it to my bank but they would not refund me due to PayPal claiming it was legitimate. I have a police report and a government Identity theft report. Paypal will not refund me my money because my bank dropped the dispute due to PayPal stating it was legitimate. I keep going in circles with PayPal and the bank, they both are blaming each other for not being able to refund me. The excuse from Paypal claiming it's legitimate is because the person who took my money had my email address. It's ridiculous. I've been fighting this since November of 2020. And yes I provided PayPal my police report and identity theft report. They only refunded 1 of the 12 transactions that occurred repeatedly.
