Refunding a buyer question - funds in paypal?

Hello,
I would like to refund a buyer through ebay that has not offered a request for refund (I discovered a flaw and contacted her). When I try to issue a refund, paypal says I don't have sufficient funds in my account (balance). My account is connected to a bank account - can't they just take the refund from there?
I requested adding money to the paypal account, but it says it will take 3 days.

You canceled the order accordingly to procedure which will refund the buyer and received that error message?

Are you issuing refund from within the PayPal transaction and it gives you that error?
Is the money for transaction on hold? Normally, they do take the funds from your linked bank account if you do not have enough in PayPal balance.
