Refund

Hi I bought 2 games from the same seller on ebay and games didn't come. I asked for refund and I was being told to open case via ebay or PayPal. I opened via PayPal and two cases was closed without any comment. Seller wrote that he did refund me, but its nearly month and there is no refund so far. What should I do, what is the mail or phone number to PayPal support. Than you.

Did you open a dispute for non receipt of item which would be the correct one?

Did you escalate to a claim before it timed out?

Did the seller provide a tracking number?
