I paid someone money using my paypal account (bank account) and now I want a refund. This is not a seller transaction but a simple money transfer. If the receiver processes a refund, will he have to pay any fees? Thanks!
If you sent a family / friends payment and NOT a goods / services payment then he would not have paid a fee.
However if he sends a family / friends payment back again then its free as long as its funded via funds in his paypal balance OR bank account, if a card is used then there is a fee.
