Paypal refunded less money

Hi,

I paid for a product via PayPal. A credit card is attached to the PayPal account. I paid 35.59 USD for the product and my credit card was deducted 155.35 LEI (my local currency). The seller refunded me the whole 35.59 USD motivating it's not worth for him the trouble, although THAT was his listed price. Anyway, PayPal is returning only 147.97 LEI to my credit card. That's not what I paid for. It's 7.38 lei short. In the past PayPal refunded me the whole sum. What can I do? I didn't find a PayPal email address to complain.

Currency conversion changes on a daily basis.

It doesn't work like that. I've been refunded in the past. Exact money I paid was refunded. Not converted.

If you sent the payment using a debit or credit card, the refund will credit to the card used. It may take up to 30 days for the card to be credited. If you sent your payment using a bank account and the payment is canceled, it will be refunded to your PayPal balance within 5 business days. 

If PayPal performed a currency conversion for your transaction and a refund is issued:

• Within 1 day of the date of the original payment, PayPal’s transaction exchange rate (including our currency conversion fee) used at the time of the original payment will apply.
• Beyond 1 day of the date of the original payment, PayPal’s transaction exchange rate (including our currency conversion fee) on the date of the refund will apply.

Nope. I was refunded the EXACT sum of money I payed in the past, even after more than two weeks.
