Payment went to wrong person

I sent a payment to the wrong person. I immediately got an email saying the transaction couldn't be completed, but it still debited my bank account for the amount of the transaction. Now I cannot get a refund? Help!

What does it say next to the transaction in your Paypal account?

1. Pending / Unclaimed.
2. Pending / Unclaimed with a cancel option.
3. Completed / Sent.
4. Pending / Uncleared.
