I cannot cancel pending payment nor using resolution center

Hello, everybody. Thank you in advance for your help.

 

Ok. I bought a plane ticket and forgot to transfer the funds. I know, a silly mistake. Blame it to the stress.

 

Logically, the order was declined and the ticket was not purchased. But there is still a pending order. I contacted the sellers and they told me to contact Paypal.

 

So I tried it to cancel the pending order but there is not a "Cancel" button. I searched the community for answers and, following its advice, I tried to file a dispute with the resolution center but I get a message saying "we're unable to file a case for this transaction. You can contact Customer Service for further queries".

 

But I when I click Contact Customer Service only lists of help appear. I cannot contact anybody. I know that there is a phone number but I am in a developing country and I don't have access to international calls. What should I do?

When you pay a company (rather than an ebay seller or individual), then it is often pending until that company processes your order and captures the pending payment.

If they don't process that order and capture the pending payment then the pending status times out at 30 days post-payment.
