Payment couldn't be sent. ( help ! )

I did open a online store but I can not pay the products I am publishing, this is the message I get everytime I try to pay my own products.

"From time to time, PayPal must review a payment more closely to ensure it complies with the established User Agreement and our global regulatory obligations. We identified a risk that prevents us from completing this payment. We apologize for the inconvenience."

I have tried multiple time, I keep failing. If someone can help me out please message me.
