PayPal took my money and won’t refund it

I purchased a perfume using PayPal and for several days the payment was “pending” where PayPal took the money from my bank account but didn’t give it to the perfume company. I canceled the perfume order because they did not ship it (since the payment was pending from PayPal’s end) and reordered it on a different card. The perfume company agreed to refund my canceled order but PayPal is the company the owes me the gd refund, not the perfume people who never got paid by PayPal. I disputed the claim and asked for a refund through PayPal and they rejected it!!! How do I get my money back???

When you pay a company (rather than an ebay seller or individual), then it is often pending until that company processes your order and captures the pending payment.
If they don't process that order and capture the pending payment then the pending status times out at 30 days post-payment.
Advice is voluntary.
