I wished to purchase goods, in the US, for a US resident.

I had acquired the the necessary information to complete the purchase. 

I selected a US  store, that sold the article.

I placed the article into the basket, and went straight to checkout.

the purchase form, was duly completed, and to be paid via PayPal.

the final process was terminated by PayPal.

stating, that the transaction was not allowed in the US
