"Paypal Account Optional" not effective on my website

Hi,

Paypal account optional is not functioning properly on my site, My customers are forced to either use their PayPal account or sign up for a new account.

 

Can anyone help resolve this issue?

Forgot to mention that I'm using PayPal Express Checkout.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
