PayPal funds instead of checking account

My paypal funds need to be used first not my checking account which I cannot get the account to use the PayPal funds first instead of my checking.

Go to Account Settings (wheel icon) > Payments > Online Purchases to select your balance as the preferred payment method. Note that when using your PayPal balance, some sites asks you to select a back up payment method (bank account or credit card) so read the PayPal checkout screens carefully.

My balance is not listed as an option. Just different accounts I have. That's the issue.
