Partial Refund Payout Question

I issued my first partial refund to a buyer who purchased an item on eBay from me.
I went through PayPal and "issued refund" of $4. However when I look at my account activity it says "total paid by you" $3.62, then lists a "fee reversal" of -.12 and "tax collected by eBay" -.26...which adds up to $4. Did the buyer get $4? or $3.62? It would not make sense to penalize the buyer with those fees. I am really hoping they got the full $4 because they are a very cranky buyer and I will hear all about how I cheated them out of .38 cents.
