If there is no cancel link on the transaction or after you click the transaction, then it can't be canceled. You have wait until the payment is complete to dispute the transaction. No matter what you do, please do not file as unauthorized transaction or PayPal will close the case because no one broke into your account to send this transaction.
You can file Item Not Received dispute.
To file the dispute:
1. Wait for transaction to complete
2. Click transaction, then click "Report a Problem"
3. Click I didn't receive an item i purchased
If you send money as friends and family then you sent a 'gift' payment. There is no way to dispute this kind of transaction with PayPal but from your bank or credit card. Because it is a gift payment, there's no guarantee you will get your money back from them either.
