Nordstrom and Paypal contradict each other regarding my refund

I've had multiple conversations with PayPal and Nordstrom customer service. They contradict each other and neither one of them will hear me out, so I'm missing a refund that I'm owed. Is it possible to get them to communicate with each other?
I bought an item from Nordstrom online with PayPal and later returned it. I should get a refund of $42.71. But instead, a refund of just $4.28 appeared in my PayPal account. Nordstrom insists that a refund of the full amount was issued 11/12. PayPal insists it was only $4.28 on 11/20. I've told each of them what the other said but they don't respond to my complaint or my point that I have double-checked with both companies multiple times. They just give me general platitudes asking me to ask the other company. Is this a known issue that's more likely to the the fault of one company or the other? I don't know where to go from here. Thank you!
