No end of trouble with Paypal this week

I have used paypal for the last 12 odd years with no issues but am making up for it this last week.
I usually make one off payments through paypal to pay my ebay fees. Two payments made last week didn't use my paypal balance but went through to my bank account. I know 100% for sure that paypal balance was selected.
Payments to bank account declined as the money wasn't there. Paypal then tried a second bank account of mine, again ignoring my paypal balance.
I have spoken to three different reps, got three different answers and spent over 2 hours on the phone trying to sort it out.
One rep said I had 'a negative balance' in my paypal and thus the payments went to my bank (paypal balance over $600, payments were $200)
One rep said I have no bank accounts at all in my paypal. (Um...you sent the payments to them, and I can see linked bank accounts). She also said Paypal doesn't use the balance in a paypal account for ebay fees as its considered a risk. ( say wha?)
One rep said it was a glitch and would be looked at - have heard nothing all week.
End result is I cannot use the balance for anything. Not ebay fees nor can I withdraw any funds as a splash screen tells me I have a negative balance.
No one is interested in finding out the issue and the funds just sit in paypal. Daily sales make the total go up but it is not available to me at all.
Any ideas who to try to contact?

Without a full account review, it's hard to tell what's stopping you from being able to withdraw your funds. I might recommend reaching out to our Customer Support via Facebook private message or Twitter direct message to review this one more time. They'll be able to ask the correct questions to guide you to the correct answer.
