Someone accidentally sent me $700 but I received $20 less. I want the whole thing sent back to them.

Click on the transaction and click "Refund this payment". The thing is, you'll be charged the 30 cents fixed rate portion of the PayPal fee to refund, so you may want to deduct 30 cents from the total amount. Enter 699.70 to amount to refund field, as it wasn't your fault. And let the sender know this.
