Money on my old credit card

I have bought a merchandise from Ebay that didn't arrived. Ebay has written to me that it only deals with PayPal and that no money has come to me. At the time they had my money, I had a blocked credit card. Now I have a new credit card with a different number and no money has come to me. Is it still possible to get money from that old card? Have to call your card issuer of the old card. From my experience, there is a credit/refund on a card that has no activity, the card issuer will send you a statement that you have refund/credit and after a certain time, they'll just send you a check. And that is with an valid open account with no activity. This happen in a period if about 3 months but they will eventually send you check but you can call your card issuer for their procedure. If the new card is with a different bank or credit card company, then obviously the credit can't go on your new card.

So I was in the bank today and I was told that my money could not come to my card because they were back in PayPal. So how do I proceed now? Thank you very much.
