I keep getting "couldn't authorize the amount that I want to spend" error

Hi
So my Paypal account is linked to my bank account, and I have enough money in my bank account. However, no matter I cannot pay for anything through my Paypal, and it gives me Could not authorize the amount needed in PayPal.
I would greatly appreciate it if anyone could help me. I tried contacting Paypal through the phone, but they said nothing should be wrong with my account.
