I have no money in an account I tried sending a payment through. The money was taken then refunded as, again, I didn't have the money in it to proceed. I want PayPal to CANCEL this PENDING TRANSACTION I NEVER MEANT TO SEND! I need help fixing this ASAP!
You need to contact customer services to resolve any limitation or account issues. Click help / contact bottom left of Paypal pages for options available for your country.

I'm sorry to hear that you did not intend to send a payment that you sent. I regret that the cancel ability is not always present on pending payments. If it is listed there, you can follow these steps.
