I can't find "PayPal Balance" option in preferred payment method

I have 30$ on my account's balance, and I have a credit card linked, however I can't find the option to use my paypal balance for online payments, it's not even there, the only option is using credit card, does anyone know how to fix that?

There is no solution YOU CAN'T USE THE BALANCE OPTION IN YOUR COUNTRY.
