How to change my current setting so a friend isn't charged a fee when I send $

Hi,

I can't figure out how to send money to a friend and not have her charged a fee.  Whatever my current setting is, I don't know how to change it.  HELP.  😣Thanks!

The recipient's account must also be US based, you must pay with a PayPal balance or a bank account and be sure select the friends and family payment type during the payment process. Do not rush, take your time with the payment process, read what is on the screen carefully so you do not make a mistake.

There is no "account setting" for this.
