I paid for something on Facebook market place via PayPal. I want to cancel the transaction. The seller had a buy now button which I used but I can’t get any response from him. The transaction is not showing up on PayPal .... does he have to accept my payment/offer before it will process? How can I cancel it if it doesn’t show on the PayPal? Thank you.

From what you have said, it sounds like you made the payment using a 'guest' account. This is just a quicker way to make a payment through the PayPal system.
Unfortunately, once a payment completes through the PayPal system, it cannot be cancelled.
I would advise you to reach out to the seller directly and they will be able to help you further.
