How long after a balance is unclaimed does it get returned to the payer?

I paid for a service and the service provider can not access it because he is not able to link his bank account. He has tried multiple times and it says he has “exceeded number of times to try to add account” because he had to reset his password. Without a bank account or debit card attached he can’t get the money I paid him! How can I get this money back to pay him so it’s not just sitting there? OR how can he correctly link his bank account? Thanks!

What does it say next to the transaction in your Paypal account?
1. Pending (with a clearance date)
2. Pending/Unclaimed with a cancel option.
3. Pending/Unclaimed withOUT a cancel option.
4. Payment or Sent.
5. Pending/Uncleared with a clearance date.
6. Pending awaiting authorisation.
