Etsy orders not opening paypal - is this on etsy' or paypal' side?

Hello,

I was trying to process an order I have been planning for a few weeks with the creator. Now, with the date I was supposed to be paying, paypal keeps throwing me an error how it can't log me in at the moment. I have contacted Etsy aswell, since I didn't know which side this is on. The seller is only able to receive payment through paypal, so alternative payment options are at a zero.

Does anyone know which side this is on, or if anyone has encountered this/knows a solve?
