Reasons for a payment being sent as an echeque are...
1. Card needs updating.
2. Recent neg balance.
3. Recent failed bank transfer.
4. High cost payment.
5. High risk transaction.
6. Some friends / family payments.

If none of those then ask customer services.

If instant payment by bank option is not available (it may not be for reasons only PayPal would know), then eCheque option will have to be used. It could be your account usage patterns or PayPal has a money crunch at the time and can't front the funds for your payment. It's all Algorithms.

Kudos & Solved are greatly appreciated. 🙂
