Duplicate charge on paypal - no refunds, dispute declined, no help!

I'm at my wits end and hope to get some advice from people who have been in a similar situation.
On March 26th I placed an order on Superdrug.com. When I tried to pay with Paypal the first time around it said that there was an error processing the payment and to try again later. I tried it again straight away within 40 seconds and my payment went through the second time and the order was placed.
Shortly after I received confirmation for 2 payments for the same order, not just one. I was hoping that was an error. But then both charges showed up on my paypal activity and 4 days later both charges charges were taken out of my bank account. Obviously I only received my order once and not twice.
I have tried everything to get my duplicate charge refunded to me, but I'm running out of ideas now. Here is what I have done so far:
- contacted Superdrug to request a refund for duplicate charge with proof of 2 charges - for 2 weeks now they have told me every 3 days to wait another 3-5 days and then I would receive my refund - NOPE. No refund issued via Paypal
- sent a message in Paypal message centre explaining the situation and asking for help - message was closed with no reply or help!
- opened a dispute on Paypal for the duplicate charge as an unauthorised transaction, again providing proof and explaining the situation - dispute declined and closed with no chance to open another dispute
- contacted Paypal via Twitter, again showing proof, explaining the situation and my anger at the declined dispute - was reassured the issue was passed onto an expert and I would be contacted back - nothing for 4 days and further messages are being ignored.
I don't know what else to do at this point. Now the only thing I have left is requesting my bank directly to forcefully issue a refund, but at this point I have little hope I would be successful. I'm absolutely disgusted with both parties and their in-competencies regarding this.
Does anybody have any ideas what else I could try? I'm at the point now where I'm also considering reporting both parties to the Ombudsmen.

I have the same situation currently. PayPal charged my account for water filters and also the merchant charged my CC for the same amount on the same date yet only received one order. PayPal continues do decline my dispute with lame incompetent answers like "We heard back from the merchant and your dispute is denied" WTF Really! I am in the appeal process but I think if this cant get resolved then maybe I will go to the Attorney Generals office for help. It's only $35.10 but its the principal that you cant speak to someone competent or feel confident that you as there customer is being treated fairly!
