I did shopping on Etsy and made payment for an item through PayPal guest account keying in my credit card details. The payment got declined 3 times and finally succeeded in the fourth attempt. However, my bank account is debited four times including the failed/declined transactions. Will Paypal refund the amount back into my account or should I dispute with the bank whose credit card I hold.
