Do i need a credit or debit card linked to my Paypal account in order to receive and send payments?

Hello,i have a doubt about the requirements to send a receive money through Paypal. I do remote jobs through my computer and the way i can get paid is through Paypal, i live in Venezuela and i don't have access to any credit or debit card whose money is dollars.
What i want to know is if i can still receive my payments through Paypal and also send it to other Paypal accounts without having any card linked to it. Thank you in advance.

There is no guarantee that PayPal Checkout won't ask for a card as back up to the PayPal balance to send money or buying something. Some retailers set up billing agreements on your PayPal account and require you to add a form of back up payment, like a credit/debit card.
