Customer unable to pay invoice with credit card

I was told by Paypal customer assistance that I needed to have my customers login to Paypal to pay my invoices but as they are government clients I don't think this is feasible. I thought the major selling point of Paypal was it was cheap to establish a method of having clients pay invoices by credit card? Amounts to pay are under $10k but the message "We're sorry things don't appear to be working right now" offers some hint that perhaps in the future it just might WORK but no doubt this is an upbeat way of saying there is a major problem with what I'm trying to do - any suggestions from any Paypal gurus out there? The invoice amounts don't show up in "Money Requested" on home screen maybe that's a hint?
