Cashing a check

If my dad writes a personal check, takes a picture of it, sends me the picture via phone can I cash the check with PayPal?

Doubt it according to this:

But according to this the picture can be taken manually with camera

I guess if the picture is loaded into your phone maybe you can select it from your photo album.
