I'm having the same problem. I have the funds available in my bank account but I get the same error message as you guys.  Maybe just wait until tomorrow I guess

I'm having the same problem at well since 7pm. Please fix this paypal.

The error is tied on PC browsers (someone may have **bleep** their JavaScript on the other side). Try sending the payment through a mobile phone. It worked for me.

Maybe try on phone or change user agent, worked for me on phone.

Same problem on PC.  Tried on Lenovo tablet and was able to send funds to friend.

as of the time of posting this note, the issue has been resolved, I was able to complete my transaction - no posts from paypal saying what was wrong, but try again and it may now work for you.
