Can not send money to my friend

I used this account 1 Year, and now I can not sending money to my friend. I got this message every time:

" We can’t send your payment right now. If you keep running into this issue, please contact PayPal.

If you continue to encounter problems, please contact customer service. "


Please maybe anyone can say me, what is problem!?

Anyone want help me!? Any time when try send money got confirm code for mobile phone but not added phone number, I am already added before few months! OMG!
