I got this error when transfer money to my friends, what dose it mean ?

it is a new problem, must be on the server side - I have tried IE, Edge, Firefox, and different individuals, the error message is identical in all cases.

I thought it it was just me and I needed to send money to a friend before a store closed and of course paypal customer service is closed

I am experiencing this problem as well at the moment, makes me REALLY annoyed.

Definitely on paypals side of things.

The servers and everything are acting real funky

Stuck in a parking lot low on gas trying to get a payment from my sister so I can get home. PERFECT timing. 😐

If you can get to a gas station that will accept pre-paid gas purchases perhaps they can call your sister, she can give  them her credit card number, and they can use that to effect the transaction.  Just a thought.  I've done that with friends whose pets have been injured and needed emergency vet care funds.
