Can't answer Paypal's boilerplate response that had nothing to with my problem

I'm trying to respond to a message from Paypal that had nothing to do with my problem but Paypal erases my message and says it wasn't sent and says I have no more notifications to respond to so I can't even respond to their response.
Paypal's answer had nothing to do with my problem.
I had a subscription with the New York Times
Paypal stopped paying for the subscription even though I did NOT want to cancel the subscription, did not cancel it on Paypal.
Subsciption still shows ACTIVE on Paypal but Paypal won't pay it for some reason.
As a result NY Times ended my subscription.
I don't want my subscription cancelled.
What's the point of using Paypal for subscriptions if Paypal won't pay?????
How do I get in touch with a live person who can look at and fix the problem.
