Being charged US$ 5.50 for US $10 transfer

I am being charged a US $5.50 Paypal fee for a transfer of US $10.00. That does not make sense, does it? For reference, I am from the Philippines and the recipient is in the US. Also, i'm sending via friends&family option, using my Paypal Funds. I've been researching and the most that they can charge could be a 4.4% + PHP 15.00 international fee, and a 4% currency exchange. There's no way those could have added up to $5.50 USD for just a $10 USD transaction.

4.4% + PHP 15.00 is for Receiving Commercial Payments

Sending Friends and Family international payment with PayPal balance, the fee is $4.99 USD (flat rate).
