A catch-22 paradoxical situation with respect to closing my PP account

I have moved countries and want to close my PP account to open another one. But I get this message " There's a preapproved payment or subscription that needs to be canceled first." which refers to my Skype account. But after opening my Skype account and setting up a direct debit for top-ups, Microsoft has brought Skype. The MS Skype site does not acknowledge that I have an auto debit charge to PP.  SO I cannot it cancel it. 

 

Is there any suggestion on how to exit this catch-22?

Go to account settings > payments > manage automatic payments

 

Click Cancel on the Skype account.
