Is there a code snippet for IPN handshake?

My  ASP website runs on a shared Windows xxx server and uses a SQL Server database. 

The IPN Listener is written in vbscript.   It does NOT perform the initial IPN confirmation step advised by Paypal ie it should return an empty HTTP 200 message.  (I'm pretty sure this is because it wasn't needed when  I wrote in about 12 years ago).

Whatever the reason, it  worked perfectly until recently.  For the last 2 months a tiny proportion of IPN activations result in the listener timing out and Paypal receiving a HTTP 504 error (timed out).      

As a first step I need urgently to add the IPN handshake. 

Is there a Vbscript  code snippet available for this?
