ecommerce renewals fail intermittently with the message [ORDERTIME] => 1970-01-01T00:00:00Z

On our ecommerce site, about 1 in 200 subscription renewals fail (it varies), and the only odd thing in the reply from Paypal that we see is an incorrect [ORDERTIME] value in the log. 

 

Here is an excerpt from a recent failed transaction.

 

Is this why some renewal orders fail?  Or does that just indicate that the order failed? What should we do?

 

[L_ERRORCODE0] => 10417
    [L_SHORTMESSAGE0] => Transaction cannot complete.
    [L_LONGMESSAGE0] => Instruct the customer to retry the transaction using an alternative payment method from the customers PayPal wallet. The transaction did not complete with the customers selected payment method.
    [L_SEVERITYCODE0] => Error
    [TRANSACTIONTYPE] => merchtpmt
    [PAYMENTTYPE] => None
    [ORDERTIME] => 1970-01-01T00:00:00Z    [PAYMENTSTATUS] => None
    [PENDINGREASON] => None
    [REASONCODE] => None

Thanks.  That link does not answer my question.

 

My question is what is the significance of an "Order Date" of 1970, whether this is a normal response from Paypal or an error by it
