Where are Reference Transactions in my account

I received an email from PayPal that I was approved for Reference Transactions.
1. Where can I find the fact that this has been activated in my account?
2. Do I need to create a Subscription product on https://www.paypal.com/billing/plans to make use of Reference Transactions?
