Paypal Standard Payment: code=NO_BUSINESS

Hi,
When trying to access a PayPal standard payment link I get this: 

"Things don't appear to be working at the moment. Please try again later." 

and URL being:

https://www.paypal.com/webapps/shoppingcart/error?flowlogging_id=b3715dbd88764&code=NO_BUSINESS
