How to implement "platform fees?"

This is a question relating to web development and paypal integrations.

My website will require user to user transactions and I was wanting to make use of the "platform fees" feature where we take a certain percent out of every transaction. Information on this seems to be sparse and I have heard that you have to be approved as a "paypal partner" to use this function. Is this true? The paypal partner program is basically impossible to get into, because they don't respond to applications, paypal provides little no info about it, and all of their customer service departments refuse to help in anyway. 

So, I want to confirm if there are any other ways to attain the platform fees feature outside of the partner program. Also I was wanting to know if anyone has any insights on the partner program and how to get through the bureaucratic brick wall they've built up around it.

I have submitted a ticket a few days ago and they requested some info, which I provided yesterday. still waiting to hear back from them.

Everything else youve said I have already tried. I have already submitted application forms for the partner program and paypal never responds to them. No representative has ever reached out to me in email, phone, or anything else. Other people have had the same issue. You cannot get any communication with that department. 

As for the customer service options you mentioned, I have already tried that extensively.  I've called them countless times and I just get bounced between departments. No one ever has anything to say about the partner program. They just send me to someone else, until eventually I end up doing loops between departments. Department A sends me to Department B, and Department B sends me back to Department A.
