How to enable/disable Pay Later when using HTML Form Basics for PayPal Payments Standard

Hi everyone!
Our client has been using PayPal Website Payments Standard for over 10 years, integrated in the easiest way possible.
We've noticed that since the Pay Later functionality has been introduced, when we redirect to https://www.paypal.com/cgi-bin/webscr, it also gives the user the Pay Later option. With another merchant account though, implemented in the same exact way and using the same test user account to pay, the option doesn't appear present.
We already checked client's eligibility and it looks like it should work for our country.
We know that it's recommended to implement the latest PayPal Checkout (Smart button REST API integration) product but we wanted to ask if there is a setting on the clients merchant account (looking we could not immediately find one) to enable/disable the Pay Later functionality or if we are forced to integrate the latest PayPal Checkout to specify when to use Pay Later.
Or at the very least, we'd like to know what exactly differentiates the ability to see the Pay Later option for merchant accounts still using PayPal Website Payments Standard.
