How to activate reference transactions on a REAL account?

Hello,
I am trying to reach out to the PayPal support for enabling my Reference transactions, but it is not possible to reach them. I am trying the message center for the last 48 hours but they are always out of business hours, no matter what time of the day I write to them. PayPal support is out of service hours, forever! They also do not keep the message I write, I have to "try" to open a new ticket at each time. Who can save me from this bad customer support?
